(They don't have the console's source code.) Though this may get around copyright issues you then run into patent issues if there are any patents for said consoles. (For example ripping Breath of the Wild on Wii U would require you to circumvent DRM.) Emulator on their own on the other hand is a bit more tricky as these are created with clean-room reverse engineering.
So if you have to circumvent DRM to make a backup then it's illegal under Digital Millennium Copyright Act. Thanks to Nintendo Life for bringing more Bowsette to everyone’s attention, though.(I am not a lawyer.) Nintendo will say it's illegal, but it all depends on the laws where you live. In the United States creating a backup copy is legal, however circumventing DRM is not. The community then decided that Bowser could do the same, and, well, fan art happened. U that Toadette could turn into Peachette, a human form of herself modelled after Peach.

One appears to be Bowsette in a somewhat formal black dress, rather tame, mostly what you’d expect.
It does, however, seem to come with two forms. Unfortunately, it doesn’t look like there’s a download link to use it yourself though, just a link in the video description to a Breath of the Wild modding server on Discord. Shown off in a YouTube video by Lynard Killer (who is presumably the creator of the mod), the subject of all the internet’s thirst seems to be a model swap for Link, rather than a gameplay change. You thought the Bowsette craze was over, but one modder has now added her into Breath of the Wild.
